The U.S. Supreme Court struck down last year’s International Emergency Economic Powers Act (IEEPA) tariffs, and the White House responded almost immediately with a new broad tariff measure covering most imports and reshaping the structure of U.S. duties once again.

The Court did not address how previously collected IEEPA duties will be refunded—leaving billions of dollars in potential repayments subject to lower court decisions and Customs procedures.
